The Sexton performs general grounds maintenance, including mowing, on all Town cemeteries, loams and seeds new graves and older graves that have sunk below ground level, straightens and repairs, as needed, fallen and broken tombstones. Oversees the storage of equipment during winter season, supervises all part-time personnel. Responsible for maintaining markers for lot marking, performs related work as required. Animal Control

The Animal Control Officer enforces municipal & State ordinances relating the regulation & control of dogs & other animals. The ACO and the Deputy are responsible for the enforcement of various animal control ordinances. Work involves constant and varied contact with the public & potentially dangerous animals; maintaining records and reports; monitoring licensure and incident reports and assisting the officers of the department as needed. Work is carried out in accordance with established rules & procedures and is reviewed through reports and observation of results achieved.

Investigating complaints concerning the regulation, licensing & control of dogs & other animals. Determines if any State laws or municipal ordinances have been violated and takes appropriate action such as catching, confining, or quarantining dogs or other animals. Responds to complaints about loose or stray animals, and attempts to collect them. Issues warnings, or citations, to animal owners and appears as a witness in District Court as necessary. Delivers captured animals to the contracted Animal Shelter. Rescues or aids in the rescue of trapped, wounded, sick or injured animals. Maintains all necessary reports & records on incidents involving stray or wild animals.

The Health Officer monitors health status to identify community health problems. Diagnose and investigate health problems and health hazards in the community. Informs, educates and empowers people about health issues. Mobilize community partnerships to identify and solve health problems. Develop policies and plans that support individual and community health efforts. Enforces laws and regulations that protect health and ensure safety by linking people to needed personal health services. The General Assistance Fair Hearing Officer assists people who disagree with the GA administrator’s decision, act, failure to act, or delay, concerning their request for general assistance has the right to appeal the action to a Fair Hearing Authority.

The Fair Hearing Authority can be one or more municipal officers; the zoning board of appeals, if specifically delegated the responsibility; or one or more person appointed by the municipal officers to act as the Fair Hearing Authority. In no case may the Fair Hearing Authority include any person who was responsible in any way for the decision, act, failure to act, or delay in action relating to the claimant.

The Department of Health and Welfare administers the Towns General Assistance Program. Office hours are Monday through Friday from 8:00 a.m. to 4:00 p.m.

In order to apply for General Assistance, you MUST make an appointment with the Welfare Director. Appointments will be scheduled on a first come, first served basis.

What is the General Assistance Program?

The General Assistance Program is a service administered for the aid of people who are unable to provide the basic necessities to maintain themselves or their families. It provides a specific amount and type of aid for defined needs during a limited period and is not a continual categorical assistance program. General Assistance is administered in accordance with the Town’s Ordinance and Maine State laws. General Assistance is intended to help people who are in need and have nowhere else to turn. It is a program of last resort. The municipality has the responsibility to assist eligible Fairfield residents who are in need.

General Assistance gives help with basic necessities such as food, shelter, fuel, electricity, and medical services. We expect that recipients meet all eligibility requirements when we grant assistance. The General Assistance Administrator actively works with applicants to ensure that they make referrals with outside support agencies. (Link to GA application)
